Yes, but with judgement. Shorts are fine at the beach, by the pool, and in resort areas. In medinas, villages, and religious sites, longer, looser clothing covering the knees is more respectful and draws less attention. Lightweight trousers keep you cooler and more comfortable anyway.

Shorts are not banned and nobody will stop you — but where you wear them changes how comfortable you feel. At a beach in Agadir, by a riad pool, or around a resort, shorts are completely normal and expected. The question really only matters once you step into the everyday Morocco of medinas, souks, and small towns.

In those traditional settings, shorts (especially short ones) mark you as a tourist and can draw stares or extra attention from vendors and touts. Out of respect and for an easier time, I keep knees covered when wandering the old cities. It is not about strict rules so much as blending in and being courteous in a place where most locals dress modestly.

There is a genuinely practical reason to skip shorts too: lightweight, loose trousers or long skirts actually keep you cooler under the Moroccan sun than bare legs, while protecting you from sunburn and the dust of the dunes. Linen trousers became my desert and medina uniform precisely because they out-perform shorts in the heat.

My simple framework: shorts for beach, pool, and resort; breathable long layers for cities, villages, and any religious site. Men can usually get away with knee-length shorts in tourist-heavy spots like central Marrakech, but for women especially, covered legs smooth the whole experience. Pack one good pair of light trousers and you are sorted for almost everywhere.
