A fair policy is tiered by how close to departure you cancel: a full or near-full refund well in advance, a partial refund as the date approaches, and little or no refund in the final couple of weeks once suppliers are paid. It should be written down clearly before you book — vague or no-refund-ever terms are a red flag.
Cancellation policies vary, and that is reasonable, because the operator has often already paid riads, camps, and drivers on your behalf. What you are really looking for is fairness and clarity, not a single magic number. A typical fair structure is tiered: cancel far out (say 60-plus days before) and you get most or all of it back minus a small admin or deposit fee; cancel closer and you forfeit a growing percentage; cancel in the last week or two and you may lose most of it because the money is already committed.
The honest reason refunds shrink near departure is that small local operators cannot recover what they have prepaid to suppliers at short notice. That is genuinely different from a giant booking platform with deep buffers. So a strict final-fortnight policy is not necessarily a scam — but it must be disclosed up front, in writing, before you pay a cent.
What is not fair is a policy that is vague ("refunds at our discretion"), nonexistent, or that keeps 100% from the moment you book regardless of timing. Equally, watch for terms hidden in tiny print or only mentioned after you have paid the deposit. If you have to chase them for the cancellation terms, that tells you something.
